Summary
There exists an interdimensional group dedicated to warding off a threat of cosmic proportions. Only the most powerful are allowed to assist in this endeavor, those with the power to manipulate space and time, the reality of the cosmos. This "God" is a dangerous entity. He has scattered mysterious cubes throughout reality in order to bolster his forces. Those who so much as touch these cubes become his loyal followers. Monsters.
Once a partner of S-Class Rank 1 of the Hero Association, Blast, Empty Void was one such man. He fell under God's control, and did battle with his former friend upon turning into a monster. Despite the advantage he held in strength, was severely wounded. Void spent the next 15 years dormant in a capsule tube, and formed a hidden organization known as the Ninja Village where young men are taken in. They are made to undergo hellish training, resulting in ruthless killing machines, assassins of the highest class made especially to become minions of God. As the enigmatic village leader, he became known as "That Man."

Became much stronger by absorbing the power of Awakened Garou before his proper fights with Saitama and Blast), High Multiverse level+ with Dimension Blades (The cover of chapter 207, [bind], states that Empty Void's swords transcend dimensions, meaning they exceed the limitations of the 4 dimensions known to exist in One-Punch Man and are unbound by them, and likewise the parallel worlds that "branch out with each possibility, infinitely bubbling forth like foam.")

When Void performs the attack, he leaves the universe and goes straight to a place outside the causality of the universe; he then swings his sword directly into the universe, which means it’s physically traveling between two separate flows of causality/time, making it this fast. Repeatedly dodged attacks from Flashy Flash and referred to him as "too slow.” Overwhelmed Blast in a 1-on-1 fight)

Stamina: Superhuman (Should have better stamina than the ninja trained in his village, especially since he's a monster. One day in the village lasted 72 hours, only 6 of which were for sleep. The students spent every day living as machines that did nothing but learn techniques for killing)

Notable Attacks/Techniques:
- Dimension Slash: Empty Void's signature technique as far as we have seen. Void transports himself out of the universe, reaching a hyperspace where he becomes so large, entire dimensions appear before him like bubbles. Then, using special jutsu, Void causes an intervention in the universe from the outside, unleashing a massive, devastating, and destructive cross-slash on his target.
- Spinning Wind Blade: Empty Void delivers a cascade of circular attacks around himself using his swords.
Note: I don’t believe it matters that the “transcending dimensions” statement is from a chapter cover. That doesn’t automatically invalidate it. There are covers that say things that are blatantly true in the series, like “The Abominable Fist That Turned Against God,” where Garou is referred to as the ultimate in martial arts after he had reached the pinnacle of martial arts in the story. There’s covers describing a character’s abilities that I’d argue are consistent with scaling, like the one for “Speedster,” where Flashy Flash is referred to as faster than light. That one is similar in nature to Empty Void’s cover, which is consistent with the portrayal of his cosmic powers. There are inevitably more examples I won’t cover here. At worst, chapter covers should be looked at case by case, and I wouldn’t just assume they’re wrong or hyperbolic for no reason.
