Summary[]
Samuel Rodrigues, also known as Jetstream Sam and Minuano (ミヌア), is a Brazilian freelance mercenary involved with the Desperado and World Marshal PMC groups who fought against Raiden during the events of 2018. He was a Brazilian master swordsman of the "Rodrigues New Shadow School" technique, which had derived from the "Yagyu Shinkage-ryu" (Yagyu New Shadow School) of Japan.
Samuel is one of the only major members of Desperado to not possess any cybernetic enhancements, other than a prosthetic augmentation for his left arm which was injured during the fight with Armstrong. He was a formidable warrior, considered Raiden's match, even after the latter got upgraded.

- VT-7 High-Frequency Blade "Murasama": A 16th-century katana that had been passed down through the Rodrigues family for generations and was later upgraded with High-Frequency technology. Thanks to the exceptional quality of the original weapon, the High-Frequency Murasama boasts durability and cutting power far beyond that of standard HF blades. Its sheath also has a rifle mechanism and trigger that can be used to unsheathe the blade at high speeds for rapid attacks.
- Tactical Exosuit: A carbon-nanotube (CNT) exosuit amplifying Samuel's already impressive strength, speed and durability several times, allowing him to fight on even ground against military-grade cyborgs, such as the Winds of Destruction and a custom-cyborg body equipped Raiden. It is durable enough to survive hits from Armstrong and grant him resistance against HF-based weaponry and rocket launchers. It is also equipped with a muscle suit underneath, increasing his agility.
- Fragmentation grenade: Heavy grenades with pre-scored hexagonal shrapnel designed to be effective against CNT armored cyborgs, and heavy enough that they can only be used effectively by cyborgs.
- Jam Grenade: An electronic attack device that deploys countless metal strips along with an active jammer to temporarily disable radio communications and electronic equipment such as cameras, radar, missile guidance, and lock-on systems as well as stun AI controlled weapons and early model Cyborgs.
- Red Phosphorus Grenade: A smoke grenade that burns phosphorous pentoxide and other additives to create a screen that impairs standard infrared sensors.
- EMP Grenade: A disposable electronic attack device that emits electromagnetic pulses for a limited time, disabling any UGs and Cyborgs in the area. Because recent-model UGs and Cyborgs immediately shut down all circuitry when an electrical surge is detected, no permanent damage is done.
- LAG-2: A rocket launcher used by Desperado Enforcement, incorporating elements from the Panzerfaust 3 and the RPG-7. Named the LAG-2 in-universe, the weapon is equipped with a HEAT-MP (High Explosive Anti-Tank/Multi-Purpose) warhead designed to take out cyborgs and Unmanned Gears, and was modified with special plastic parts to decrease its weight.
- FIM-92 Stinger: An anti-aircraft missile launcher visually resembling a customized FIM-92 Stinger, with the IFF antenna replaced with a large circular radome; this is seemingly for the millimeter-wave radar guidance the launcher has in addition to the standard IR seeker. It can be fired like the standard rocket launcher, but locks on to valid air targets such as Hammerheads and Sliders. The description implies that it was flare-proof, although this contradicted Boris's usage of the missile system in the final scene of the game's prologue, which did end up spoofed by flares. The contradiction was rectified in an optional Codec call, where it was explained that Boris had been using an outdated missile launcher system due to their mission not requiring at the time state-of-the-art weaponry, and something their budget couldn't allow for anyway.
- Motorbike: Sam is shown to drive a motorbike, which he uses to transport himself in urban terrain. He later leaves it for Raiden to drive it to his location.

Sam was skilled enough to kill ten armed mobsters with only his sword before receiving any enhancements years prior. Aside from his combat prowess, he also possesses a sharp wit and a remarkably sarcastic sense of humor, making accurate inferences about Raiden's past and hidden personality as Jack the Ripper and taunting his opponents into charging him recklessly before executing them)
- Quick Draw: Murasama's sheath contained a rifle device with a loaded magazine and a trigger below the sword's grip. Sam could use an explosive battōjutsu by triggering this mechanism, capable of outpacing Armstrong's nanomachine enhancement and cutting off his arm. It also sliced off Raiden's arm before he could react.
- Vacuum Slashes: Sam's unnamed technique. It creates numerous slashes in the air to cut through his opponents.
