Summary[]
Mercy Graves grew up as a member of a gang of girls, and in one instance daringly stole a briefcase from Lex Luthor, the most powerful man in Metropolis. Impressed with her moxie, Luthor offered her a job as his bodyguard and chauffeur. Ever since, Mercy became Luthor's most devoted employee and right-hand woman.

Attack Potency: Small Building Level, possibly Building Level (While suffering from a head injury, fought on equal footing with Harley Quinn, with the two grappling evenly and the exchange ending with both women equally battered and bruised. Damaged Lexcorp military drones with physical strikes. Kicked a punching bag off of its apparatus), higher with her Submachine Gun (Her LexCorp machine gun was implied to be capable of killing Harley Quinn and The Joker) and likely higher than her physicals with her energy blaster (She was more confident in shooting Brainiac with it than trying to punch or kick him)
Speed: Hypersonic, possibly as high as Relativistic combat speed (Fought on even grounds with Harley Quinn, landing at least one strike on her. Avoided energy beams from a Brainiac drone. Blitzed an athletic man with a kick), with Supersonic to Supersonic+ attack speed using her Submachine Gun (Judging from the average muzzle velocity of SMGs) and Transonic attack speed with her Handgun (Assuming it's an average Glock)
Lifting Strength: Peak Human (Grappled evenly with Harley Quinn even whilst suffering from a head injury, later tossing her across a room)

Durability: Small Building Level, possibly Building Level (Should scale to her own AP as per Newton's Third Law. Got up and walked after a long, drag-out fight against Harley Quinn which left her battered and bruised while already suffering from severe head trauma)

Range: Standard Melee Range physically, Hundreds of Meters with her Submachine Gun (Submachine guns have an absolute max range of 180m), Tens of Meters with her Handgun (Assuming it's a typical glock, which has a 50-meter effective range), and Tens of Meters with her Energy Blaster (Hit Brainiac from a good distance away, and is likely meant to be analogous in function and efficacy to a typical handgun)

Weaknesses: Normal Human Weaknesses. Can be manipulated by Lex Luthor.
Note: Bruce Timm has stated that the original DCAU tie-in comics are not canon, with the only tie in comics that have statements to the contrary (other than Batman: The Adventures Continue, which has so many continuity issues that it's essentially impossible to argue it's canon) being Justice League Infinity, the Batman and Harley Quinn tie in comics, and specifically the first annual of Batman Adventures. Ergo, I only consider those three comics canon.
