Summary

Monsoon (季節風) is a Cambodian mercenary and cyborg ninja and a member of Desperado Enforcement LLC. He was one of the Winds of Destruction alongside Sundowner and Mistral, and was named after the seasonal wind systems that occur in West Africa and Asia-Australia. Monsoon was capable of magnetically dislocating his entire body to attack from a distance, and wielded Sai weapons called "Dystopia", which were enhanced via magnetic fields. He also seemed to believe that the point of humans was to fight, be consumed with greed and kill, which was based on his childhood in Cambodia. His serial number was 976-AZQEE. He was fluent in Khmer, Chinese, and English. Unlike the other Winds of Destruction, he wasn't a former member of any military or paramilitary organizations prior to enlisting with the group. Instead, he was a former gang member.

Equipment:

• Electromagnetic-powered HF Sai "Dystopia": A high-frequency electromagnetism weapon used by Monsoon. It is an extension of his electromagnetic abilities. It can be used to deliver an EMP or to launch oneself into opponents. It also should share standard Sai application.
• Custom Cyborg Magnetic Body: A custom cyborg frame utilised by Monsoon, giving him electromagnetic abilities, held by a magnetic field that keeps it apart, allowing him to willingly segment it and also exert a telekinetic force on surrounding objects.
• Electrolyte Pack: A container of the molten carbonate electrolytes used to power military cyborgs' fuel cells.
• Repair Nanopaste: Substance used by UGs and Cyborgs to recover from sustained injuries akin to how an average human regenerates from wounds but at a much faster rate.
• Red Phosphorus Grenade: A smoke grenade that burns phosphorous pentoxide and other additives to create a screen that impairs standard infrared sensors. Monsoon's were potent enough that they were indetectable by Raiden's AR vision.

Intelligence: Genius (On the intellectual level of Senator Armstrong. Manipulated Raiden and made him question his ideology. Is an incredibly tactical and cunning fighter, utilising his abilities to fight an elite and upgraded Raiden. He is fluent in Khmer, English and Chinese. Doktor praised his body as one of the most advanced he's seen, even suggesting Raiden to use it)
