Summary[]
Virgil Hawkins was a gifted young man who lived in Dakota, and was beginning to move on from the devastating loss of his mother with the support of his family as well as his best friend Richie. However, Virgil's life changed when, after being roped into a gang brawl, he breathed in strange chemicals from Alva Industries during an incident known as the "Big Bang." This gas awakened Virgil's meta-gene, granting him the power to manipulate electricity. Virgil used his powers to become his city's superpowered protector, Static.

Classification: Metahuman (specifically a subset of Metahuman known as a "Bang Baby"), Member of the Justice League (at some point after his series ends)
Powers and Abilities: Static's body on its own possesses:
- Superhuman Physical Characteristics (See Speed, Lifting Strength and Durability)
- Acrobatics and Superhuman Athleticism (Avoided a robot in the Watchtower in an incredible feat of agility)
- Stealth Mastery (Snuck away from Harley, Ivy and Nails totally undetected after a brief light flash)
- Vehicular Mastery with the Static Saucer (Static, as one would expect due to his years of experience with it, is extremely adept at flight using his Static Saucer: his expertise is so great that he can do a flip to avoid a net in mid-air, dodge projectiles in mid-air with minimum movement, et cetera)
Static's power (granted by the Big Bang awakening his Meta-Gene) is Electricity Manipulation, which is simply a broad umbrella term - his meta-gene actually grants him several different abilities:
- Telekinesis (Frequently uses electricity in order to lift and move metallic objects. His most impressive feats include throwing an object into orbit and repeatedly moving vehicles - as well as more creative applications, such as ripping a sewer pipe from the earth or bending a jungle gym to restrain someone)
- Energy Projection (Can fire blasts of electricity, either beams, spheres or omnidirectional bursts)
- Forcefield Creation (Can create barriers of electricity)
- Technopathy (He can use his electricity to interface with and interfere with technology: in example, he has accessed somebody's search history by simply shocking a computer, changed the channel on a TV, etc)
- Flight (Can fly via the Static Saucer)
- Aura (Wields a passive electric aura, which is so powerful that it almost instantly short-circuited technology created by Brainiac, a twelfth-level intellect, by it just being placed on Static's person)
- Paralysis Inducement (Static can use electricity to paralyze foes in three ways: he can magnetize a surface that they're touching to make them stick to it, he can surround them with a cage of pure electricity, and he can bind their hands with electricity)
- EMP (Knocked out power in a large section of Dakota)
- Surface Scaling (Can stick to ceilings via Static Cling)
- Magnetism Manipulation (His use of electricity allows him to magnetize surfaces, as mentioned above: he has used this ability to hold The Flash in place, stick goons to the side of a van, make a goon's metal bat so magnetized that he flew toward a metal vault door, et cetera)
- Light Manipulation (Can use large discharges of electricity to blind people, illuminate rooms, or weaken shadow beings such as Ebon)
- Attack Reflection (Made a shield that energy blasts bounced off of)
- Heat Manipulation (Electricity generates heat, and Static's even moreso - he could burn out of being frozen, instantly melt thick ice created by Permafrost, among other feats)
- Energy Absorption (Has many feats of absorbing electricity within himself in order to power up: for example, he has absorbed most of the power in the Watchtower, re-charged using a fuse box, among other instances)
- Enhanced Senses (Can tap in to radio waves and see the (normally) invisible electromagnetic aura that surrounds every living thing)
- Limited Power Nullification (Static delivered a shock to Madelyn Spaulding's brain that temporarily negated her meta-gene: it would reawaken some time later, granting her entirely different powers)
- Limited Fire Manipulation (His blasts of electricity can start fires)
- Resistance to Electricity Manipulation (Any electricity of a lesser potency than his own cannot hurt him, and is simply reabsorbed into him)
- Resistance to Ice Manipulation (Remained conscious while frozen solid and burned through the ice on his body. Remained conscious while surrounded by -321 degree Liquid Nitrogen, and blasted it away)
- Resistance to Mind Manipulation (Resisted a direct mind manipulation attack from Madelyn Spaulding)
- Resistance to Sleep Manipulation (Kept using his powers after breathing in knockout gas for several seconds)
- Possible Resistance to Matter Manipulation with his Electricity Shield (Managed to slip through Brainiac's shield, which may use digitization, since similar-looking beams from this same ship have)
Attack Potency: Small Building Level to Small Town Level whilst holding back (Has grown tremendously over the years, and as such by Season 4 should be able to casually outperform his Season 1 self, who could do this. Melted a huge mass of ice very early in his career. His own blast, reflected back at him, could put him on the ground despite his efforts to block it with his arms. Is a rival to Hotstreak (and has fought/defeated him many times) - Hotstreak has effortlessly created this explosion, blown up a car, and destroyed a wall whilst weakened by the Bang Baby cure. Knocked out Harley Quinn and The Joker with ease, and oneshotted Terry McGinnis. Oneshot Kangor, a bang baby powerful enough to completely destroy a police car by simply landing on it, kick another police car several stories into the air, and stomp a deep fissure into the ground. Overpowered Spectral's laser, which blew up a large part of a ceiling. Comparable to Soul Power (who flattened a building sized robot), and contributed to a blast which knocked out Professor Menace, someone capable of surviving the building he was inside exploding. Hurt Osebo, who destroyed a wall. A practically infinitesimal portion of his power made a Zap Cap powerful enough to destroy most of a car. Knocked Batman out with an electric shock. Starburst, who derived his powers from Static, could create a crater of this magnitude. Totaled a car by throwing a barrel at it. Overpowered and staggered Heavyman, who could stomp a massive fissure into the ground. Harmed Tamara Lawrence, who could total a car with a punch, destroy a bridge by simply flexing, lift a carousel, and uproot a tree. Is a consistent opponent of Onyx, who smashed through a wall. Created a large crater. Can knock out Talon, who can harm him and take blasts from D-Struct: said blasts could obliterate a small building and blast apart the front of a bus. Hurt Tarmac, who could bust through a wall and slam a metal door off its hinges. Staggered and held his own against Tantrum, a bang baby strong enough to destroy a door, lift and throw a car, and lift an entire ferris wheel. Blasted apart a section of some bleachers), Small Planet Level at full power (Scaling to 6.08 Zettatons - Temporarily beam struggled with a bloodlusted, mind controlled Green Lantern, and harmed him at a later date - albeit in the latter instance, GL was fatigued and using a ring with almost no charge. Dwayne McDuffie implied that the difference between Static and GL (as in, the reason Static cannot defeat him) is moreso experience rather than raw power. Contributed to recharging the First Watchtower's power core - said core containing enough power to create a barrier that turned aside almost all of the impact from a cosmic superstring, a phenomenon that packs more energy than a solar flare. Amplified GL to the point that he easily overpowered Sinestro, who is his equal in combat under normal circumstances - that, and Static gave GL's ring what seems to be a full charge even before amplifying his power), higher during a Sunspot (As established in S2 E5, Static becomes far more powerful during a sunspot)
Speed: Relativistic combat speed and reactions (Scaling to 0.33c - Kept up with Sinestro and Green Lantern, reacted to and intercepted a mind-controlled Martian Manhunter, and, after moving behind her, attacked Hawkgirl so quickly that she couldn't even turn around before being struck. Reacted to and blocked a light-based laser from Spectral (a villain who used spectrums of light) at close range after it was fired. Similarly, he could block a blast from Green Lantern after it was fired, and dodge one on another occasion - Lantern Beams overtly move at the Speed of Light. Can react to and block his own lightning. Dodged several thrown Batarangs. Alongside Hotstreak, blitzed away from small missiles. Reacted to Talon's projectile screech and moved quickly enough to block it with microphones after it was fired), with Massively Hypersonic+ attack speed (His electricity beams streaked into orbit at incredible speed) and at least Subsonic travel speed with the Static Saucer (Dodged Talon's projectile screech. Kept ahead of the Flash - whilst Wally is certainly far faster than Static (and thus this is an outlier for Wally), he was still running quickly enough to run across water, necessitating a speed of about 158 miles per hour. Caught up to a plane, albeit he needed to pull out all the stops to do so. Kept up with a speeding sports car)
Lifting Strength: Superhuman physically (Struggled with Talon, who could toss a grown man across a large room), up to Class K with his electricity-based Telekinesis (Supported a train for a bit. Starburst, with a portion of Static's powers, could rip a vault door off its hinges and throw it a great distance, which at minimum is Class 25. Halted the motion of and moved a comically massive anvil. Casually moved the Batcave's giant penny several meters - assuming the giant penny is of similar mass to its comics counterpart (which doesn't seem unlikely, given there are no real differences between them), it would weigh approximately 24 tons. Has repeatedly moved cars. Broke the bolts holding down a refrigerator - these bolts were unaffected by the pull of space. Lifted a truck, lifted a statue, stopped this piece of machinery from falling, and threw a bomb into orbit, among many other feats)
Striking Strength: At least Small Building Class, possibly Building Class (His taser punch could hurt Rubberband Man, and an exact clone of him could harm the genuine article with said Taser Punch)
Durability: At least Small Building Level, possibly Building Level (Upscaling from 0.1 Tons - Was unhurt (if shook up) by this explosion. Took his own blast reflected back at him, though it did cause him noticeable pain. Took a sound blast from Boom straight to his body - Boom's sound blasts could blow up a wall, destroy a large jumbotron, and vaporize chairs. Was only winded by a kick from Kangor, who can completely destroy a police car by simply landing on it, kick another police car several stories into the air, and stomp a deep fissure into the ground. Took a blast from D-Struct and was only annoyed - D-Struct's blasts could obliterate a kiosk and blow up the front of a bus. Got up after a bodyslam from Carmen Dillo which cratered brick walls - Carmen could also destroy store displays whilst rampaging inside of said store. Took a hit from Chainlink's arms - Chainlink's arms could destroy a wall and a metal floor, as well as a steel girder. Remained conscious after being hit by a tire thrown by a villain - said villain could easily destroy a wall. Was fine after Rubberband Man made a massive vault door fall on him. Whilst fighting imaginary monsters (made real by the powers of a Bang Baby), took hits from both of them - said monsters could destroy a hot dog cart in one hit and crater a stone pillar. Was fine after being sent through the wall of a large vehicle by a blast), and Small Planet Level with Barriers (Scaling to 6.08 Zettatons - Blocked a blast from a bloodlusted, mind controlled Green Lantern)
Stamina: Superhuman (Used his powers in a strenuous fashion after spending several seconds breathing in knockout gas. Remained conscious while frozen solid and burned through the ice on his body, without any notable fatigue after freeing himself from, again, being completely frozen. Frequently partakes in strenuous battles against Bang Babies without overt fatigue. Didn't seem fatigued after taking on 5/7 of the original Justice League)
Range: Standard Melee Range physically, and Hundreds of Kilometers with Electricity (Seems to have blasted something that was in orbit while standing on Earth's surface)
Standard Equipment:
- Static Saucer: A piece of foil that, when given an electric charge, becomes a solid platform that Static uses his electrokinesis on to fly - his incredible expertise with the saucer being described above.
- Shockbox: A walkie-talkie esque gadget that Richie created to allow the two to communicate while Virgil is out in the field, though as of Season 3 and beyond (when Richie has become Gear, Static's field partner) it seems to have largely lost both its usefulness and its prominence.
Optional Equipment:
- Zapcaps: Small metal canisters that resemble grenades in both appearance and function - should Static provide it with electricity and throw it at something, it'll explode into a burst of potent electricity.
Intelligence: At least Gifted, if not Genius (Static is a very gifted young man, being accepted into a school for gifted children funded by Edwin Alva, and whilst enrolled he programmed a tracing system for Specs and Trapper's robot, which they deemed acceptable - which is especially impressive considering the two are geniuses who can build military-grade robots in days. Static's intelligence is an asset to him during combat as well, as shown in the following instances. After concluding that he could not conventionally defeat The Flash due to the latter's speed, he came up with the plan of magnetizing the surface he stood on to immobilize him. After losing to Aquamaria due to her physiology, he defeated her by applying the principle of Hydrolysis. He stalled Madelyn Spaulding long enough to give the rubble she stood on an opposite charge to a lightning bolt, calling lightning down to strike her - a plan he also developed on his own. Also, he magnified Talon's screech back at her by using microphones, incapacitating his foe. Static also has remarkable experience and finesse with his powers - he can blast small targets from a distance, as well as disable Brainiac's technology without harming the person it was attached to)
Standard Tactics: Static's youth can cause him to be somewhat impulsive - generally, he goes straight on the attack with an electricity blast, but other times, when he's feeling cocky, he will perform an unconventional stunt with his powers which may be less effective than a direct attack.
Weaknesses: Can be shorted out by water, which incapacitates him. His power is useless against wood. He likely possesses most Normal Human Weaknesses.
Notable Attacks/Techniques:
- Electricity Beam: A stream of powerful electricity shot from Static's palm.
- Electricity Blast: A spherical blast of potent electricity.
- Electric Shield: Static creates a shield of electricity to block attacks.
- Taser Punch: Static supercharges his fist with electricity, empowering his punch.
- Nova Ball: A sphere of powerful electricity that expands, bathing the surroundings in a blinding light.
