To begin with, it's highly unlikely that Time Baby is actually multiversal+. Despite being so widespread, there is essentially no evidence that The Time Baby is actually the guardian of the multiverse, rather just the guardian of "Space-time".
Furthermore, Time Baby wouldn't be considered Immesurable in speed. There has been technology that allows them to travel into the past and future, so Time Baby going back in time and forward in time seems more like time manipulation rather than actual immesurable speed.
