Now lets say you overpower it using 1.5x manipulation. 7.593 kgf x 1.5 = 11.3895 kgf ~ Below Average Human

According to police body cams during chases most of the time it takes 5 mph {2.24 m/s} faster than the criminal.
If a person speeds at 100 mph (44.7 m/s) than you need to go at 105 mph (47 m/s) for a minimum ~ Subsonic
Person[]
Now this is just an estimate. I'll say you need 1.5 mph {0.671 m/s} from walking and 2.5 mph {1.12 m/s} for running.
Walking; Average person walks at 1.4-2.5 m/s or 3.132-5.6 mph = 4.632-7.1 mph or 2.071-3.2 m/s ~ Below Average Human to Below Average Human±
Running; The average person runs at 10-12 mph = so 12.5-14.5 mph or 5.6-6.5 m/s ~ Average Human to Average Human±
Force behind the weapon[]
This is to calculate the force behind a weapon.
EX; A person uses a knife and produces 1000 J, what is his force? Stabbing Skin is 571.275 to 1008.34106 J now divide this by human force {55.6 to 585.06 J}
1008.34106 to 571.275 / 55.6 to 585.06 = 1.72348316 to 18.136. A weapon is roughly 1.72 to 18.136 times stronger than the person
EX Answer; 1000 / 1.72 to 18.136 = 55.14 to 581.4 J ~ Below Average Human Level+ to Street Level (10-C+ to 9-C)
To be stronger than someone[]
Let's say you can punch at 600 J, how strong would someone be stronger than you in J. We can use out Lifting for max (1.5 multiplier), for the min we will use 1.2 since a common factor in rising power in media is 120%.
The person would be; 600 * 1.2 to 1.5 = 720 to 900 J ~ Street Level (9-C)
Use 1.2 if the person is stronger, use 1.5 if there is a large gap of power.
How faster is Attack speed from Travel[]
Average travel speed is 10-12 mph and average attack speed is 15-30 mph. So attack speed is 3-18 mph (1.34-8.05 m/s) faster.
If I can run at 20 mph (8.941 m/s ~ Athletic Human±) then my attack speed should be 23-38 mph (10.3-16.99 m/s ~ Peak Human to Superhuman)
How faster is running speed to walking speed[]
Average running speed is 10-12 mph {4.5-5.4 m/s} and average walking speed is 3.132-5.6 mph {1.4-2.5 m/s}. So difference in speed is 4.4-8.868 mph (1.97-3.96 m/s) faster.
If I can walk at 10 mph (4.5 m/s ~ Below Average Human±) then my running speed should be 14.4-18.87 mph (6.47-8.46 m/s ~ Average Human± to Athletic Human)
Scaling Rules[]
AP vs Durability[]
Now usually Dura = AP but it cannot always be applied. It works if you can fight with someone but in real life you aren't Wall Level if you survive an explosion. AP = Dura should only be used if there is plenty of evidence. Michael Myers can survive a car crash but has no Feats to back up his AP in this area, this means if someone (in a fanmade vs, not in media) can harm Michael they won't be promoted to Wall Level rather they will be Street Level since this makes them of similar strength.
Lifting Strength[]
If we see that two people are comparable they can have the same lifting strength but just cause they can fight one another doesn't make them comparable. If there are multiple Feats to prove they are on the same level in AP or Striking then it can be applied. If you can throw someone or overpower them by lifting them then they will be on the same level.
Also to explain my "With Ease" part for lifting, it really only applies to media and (sometimes) real life. In media picking a person with one hand they can do without struggle but a real life counterpart would show some struggle they just do it easier than a normal person.
Speed[]
Speed is also not comparable unless Person1 out runs Person2. If they aren't shown any Feats that they are on the same level then I will not make them the same. If PersonA reacts and catches a bullet then someone dodges their punch then that are comparable.
